Switching Threat Rules Regarding Community Leaflet

After completing Dadachaem's Awakening, I realized there are no clearly defined rules that I can find. When starting the Drums of Desolation Threat, do I keep the community leaflet from the first threat, and continue where I left off? Or do I start a new community leaflet?

You reset the game completely and take a new leaflet. You have to begin each threat with A new beginning scenario
