It seems odd to me that your groundshiver (a higher level at that) would cause the dodge action cost to be higher? Usually you're rewarded/benefit by having higher level.

Is it possible these two costs are incorrectly switched? If it is correct, I'm curious the logic why? Maybe the higher level is a bulkier groundshiver, thus making it harder when taking the dodge action?

No error. Groundshiver level is not your achievement but set by the scenario, so no reason why you should be rewarded. Higher groundshiver means you are later into the scenario, your character is stronger, so the action difficulty is upscaled accordingly.

i would't exactly call this true, as you can way easily discover the world with a higher groundshiver. Storywise, one could argue, that the tool has been enhanced over your past scenarios and is more sensitive and maybe therfore more vulnerable to being shaken.

Exactly this is how it is explained in the beginning of each scenario. Higher exploration areas need more advanced groundshiver. You get a better and better groundshiver using which you can explore more and more from the world.
