You have to have the symbols before drawing, usually using items or cards from hand.

According to rulebook wording you OBTAIN the successes (step 3.D) after you TAKE them into account (step 3.B). So no, the number of obtain is not what you cannot change. There are other tests which specifically instruct you that "you must take into account every success" you get but it is not the case in your situation so you can obtain less success you get.

I don't think a free recovery of the whole action deck was ever meant to be intentional. Official answer from Serious Poulp you better don't expect, they are not likely to interact on their own forum. Maybe the moderator will chime in.

No error. Groundshiver level is not your achievement but set by the scenario, so no reason why you should be rewarded. Higher groundshiver means you are later into the scenario, your character is stronger, so the action difficulty is upscaled accordingly.
