Is there an error on card 415?

It seems broken to me…
Spend an action card, draw all available cards, keep going over and over again until you have every available 149 card, all paid for by the 005 card that you consume to regain 5 action cards and return?

This card is banished (not discarded) after one use.
You can't repete this generous consequence.
You take one card per number maximum (if available).
